From my experience with an ISP (before I went and got a real job) what they describe is not trivial. Whomever did this had (a) a ton of bandwidth, (b) good equipment, and (c) the knowledge to get around typical corporate firewalls.

Needless to say, this goes a bit beyond duping a tower deed.
